Horizons Regional Council (with a territory stretching from Taumarunui in the north to Foxton in the south) are a significant employer, and often need to extend their search for the right candidates nationwide.

They came to Fuel with a concern that they were spending more on advertising than they needed to, and that their campaigns were not compelling enough to attract quality applicants. Our first step was to conduct a complete media analysis, recommending which media to continue using or maximise and which to retire. We then negotiated a significantly better rate on the Council’s behalf, resulting in an immediate cost saving of 10%.

A review of the Council’s advertising revealed that while roles were being described accurately, no persuasive case was being made for living in the Manawatu/Wanganui region. We developed a more engaging, more highly visual template that included stunning shots to showcase the myriad of superb lifestyle and leisure opportunities the region has to offer.

We also developed an induction pack to acquaint new staff from outside the region with their new home and place of work. The packs included information on schools, services, shopping, places to live and leisure activities within the region and aimed to better support recruits who had relocated to join the Council.

The Horizons’ HR Team has seen the number and quality of applicants from outside the Horizons region noticeably increase, with new staff expressing higher levels of satisfaction with their job choice.

Overall cost savings of around 20 per cent have been achieved across their total classified advertising.

As a result of this good work and service, Fuel now manages almost all of Horizons media presence, and also works alongside their Communications team on a range of projects - including monthly community newsletters, annual plans, road safety campaigns, community signage and branding tasks.
